Design/Build Services for Playscape Installation at Gate Street Recreation Complex

INSTRUCTIONS TO BIDDERS

INTRODUCTION

The Town of Voluntown, through its First Selectman, is soliciting proposals for an appropriate and qualified company to provide Design/Build services for the Gate Street Recreation Complex – Phase I which includes the installation a two-part youth playground, with dedicated play areas for children 2-5 years old and children 5-12 years old. This Invitation is not a contract offer.

The location, general characteristics and principal details of the work are indicated in this RFP and other references noted on this document.

Interested parties should submit a response to this RFP in accordance with the requirements and directions set forth in this bid package. Bidders may not contact any Town employee or official concerning this RFP other than the Town’s Planner as set forth in the attached documents. A proposer’s failure to comply with this requirement may result in disqualification. The Town will return unopened any response to this RFP received after the date and time of bid opening.

If there are any conflicts between the provisions of these Instructions to Bidders and any other document(s) comprising this bid package, these Instructions to Bidders shall prevail.

2 The facia boards are wrapped in aluminum, Is there any other work needed on them?

  1. *The contractor is responsible for safely removing the solar panels and electrical components from the roof. Once removed, the Town of Voluntown will keep the Solar Panels and electrical components in storage. These items will not be reinstalled on the roof.

The Town of VOLUNTOWN, Connecticut is requesting proposals from qualified firms of certified public accountants to audit its financial statements for the fiscal year ending June 30, 2022. These audits are to be performed in accordance with generally accepted auditing standards, the standards set forth for financial audits in the General Accounting Office’s (GAO) Government Auditing Standards, the provisions of the Federal Single Audit Act as amended, and U.S. Office of Management and Budget (OMB) Circular A-133, Audits of State and Local Governments, and Non-Profit Organizations and the provisions of Sections 4-230 through 4-236 of the Connecticut General Statutes concerning the State Single Audit Act, and sections 4-236-1 through 4-236-17 of the Regulations of Connecticut State Agencies. Bidding documents and specifications are available on the Town’s website https://www.voluntown.gov/rfprfq.

The auditor(s) shall state that the primary purpose of the audit is to express an opinion on the general purpose financial statements taken as a whole and that the audit is subject to the inherent risk that errors or irregularities may occur and not be detected.

There is no expressed or implied obligation for the Town to reimburse firms for any expenses incurred in preparing proposals in response to this request.

To be considered, proposals must be received by April 12th, 2022 by 2:00 p.m. The Town of Voluntown reserves the right to waive technical defects in the bids; to reject any bids which do not conform to terms and conditions described in the specifications; to reject any or all bids and again invite bids; and to waive informalities or irregularities in the bidding process.

During the evaluation process, the Town reserves the right, where it may serve the Town’s best interest, to request additional information or clarifications from proposers, or to allow corrections of errors or omissions.

It is anticipated the selection of a firm will be completed by April 26, 2022. Following notification to the selected firm, it is expected a contract will be executed between both parties within thirty (30) days of approval.

Notice is hereby given to all taxpayers of the Town of Voluntown that the second and final installment on Real Estate and Personal Property, including Supplemental Motor Vehicle taxes on the Grand List of Octorber 1, 2017, are due and payable on January 1, 2019.

The second installments and Supplemental Motor Vehicle taxes may be paid without penalty through February 4, 2019. The rate of interest is 1.5% per month from the due date of January 1st (18% per year) or a minimum of $2.00 per bill or installment. If paid in February, but after the 4th, interest is computed at 3%.

I will be in my office Monday, Tuesday, and Thursday from 9 a.m. until 2 p.m., Tuesday evenings from 5 to 7 p.m., as well as Saturday, February 2nd from 9 a.m. until noon for the collection of these taxes.
