Notice to Contractors: Sealed bids for the construction of Project No. 0147-0062 will be received by the Town of Voluntown at the First Selectman’s Office, Town Hall, 115 Main Street, Voluntown, Connecticut 06384 until 10:00 A.M., Monday, November 24, 2025 after which time no further bids will be accepted. NO EXCEPTIONS. The bids will be publicly opened and read at the Voluntown Town Hall, 115 Main Street, Voluntown, Connecticut 06384.

Forge Hill Road over Pachaug River

The Town of Voluntown (Municipality) hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, Disadvantaged Business Enterprises will be afforded full opportunity to submit bids in response to this invitation and that they will not be discriminated against on the grounds of race, color, national origin, sex, sexual orientation, mental retardation or physical disability, including but not limited to blindness, in consideration for an award.

"Bid Proposal Form", "Schedule of Prices", "Bid Bond", "Non-Collusion Affidavit" and “Bidder’s Prequalification” approval letter signed by the CTDOT Contracts Manager must be completed and returned with the submitted bid. Failure to properly execute and include any one of these five documents in the bid submission will result in the bid not being read and the subsequent rejection of the bid.

Plans and Specifications for the above project may be examined and/or obtained at Advanced Reprographics, 50 Corporate Avenue, Plainville, CT 06062, (860) 410-1020 and by going to the Advanced Reprographics website www.advancedrepro.net. Prospective bidders should access the "Planroom" on the website and go to the "Public Jobs" area, no log in information is necessary. Plans and specifications may be picked up at the Advanced Reprographics office. Plans and specifications may also be ordered by calling the Advanced Reprographics number listed above. Bidders are responsible for all printing costs and shipping costs, as applicable.

Form 819 Standard Specifications may be obtained via the Connecticut Department of Transportation’s website: https://portal.ct.gov/dot/business/manuals?language=en_US. All Proposals must be on the form furnished by the Municipality and must be requested for the above-named project.

NOTE: Prospective bidders must have a current sworn Statement (CON-16) on file with the Connecticut Department of Transportation and be prequalified to perform Group No. 8 (Minor Bridges) work. The Bidder’s Prequalification approval letter signed by the CTDOT Contracts Manager shall be included as part of the bid package submitted to the Municipality.

NOTE: Any Contractor or Subcontractor engaged in surface preparation and/or coating application must be certified by the Steel Structures Painting Council.

NOTE: A Surety Company Bond, on the form furnished by the Municipality, for at least 30 percent of the amount of the bid must accompany each proposal. A certified check will not be accepted. The Municipality reserves the right to reject any and all bids.

NOTE: There will be a non-mandatory Pre-Bid Meeting held at the Bridge on Wednesday, November 5, 2025, at 11:00 A.M. All prospective bidders are encouraged to meet at Bridge No. 04805 located on Forge Hill Road just south of the intersection with Wylie School Road and North Shore Road.

CONTRACTORS that find discrepancies and/or errors in or between plans, specifications, quantities, and other matters must immediately notify Tracey Hanson, First Selectman, Voluntown Town Hall, 115 Main Street, Voluntown, Connecticut 06384; THanson@voluntown.gov in writing not less than ten days before the scheduled bid opening.

REQUEST FOR QUALIFICATIONS
REPLACEMENT OF THE FORGE HILL ROAD OVER PACHAUG RIVER

The Town of Voluntown seeks to engage a Consulting Engineering Firm to provide Inspection Services during 2026 for the following transportation projects:

The construction cost of the Forge Hill Road Bridge is estimated to be approximately $4,120,000. The Consulting Engineers will be evaluated and selected based on technical competence, the capacity and capability to perform the work within the time allotted, past record of performance, and knowledge of Federal, State and Town of Voluntown procedures, approximately weighted in descending order of importance. The construction inspection fee will be negotiated on a cost-plus basis.

Firms responding to this request should be of adequate size and sufficiently staffed to perform the assignment described above. The selected firm must meet all Town of Voluntown, State and Federal affirmative action and equal employment opportunity practices.

A letter of interest, together with general information on the firm and proposed sub consultants, the firm’s brochure, current Federal GSA Form 330, experience of the firms, and a resume of key personnel should be addressed to Tracey Hanson, First Selectman, 115 Main Street, Voluntown, Connecticut, 06384. Additionally, all interested firms must submit a detailed statement including the organizational structure under which the firm proposes to conduct business. Proposed subconsultants should be clearly identified. The relationship to any “parent” firm or subsidiary firm, with any of the parties concerned, must be clearly defined.

Personnel in responsible charge of the project will be required to possess and maintain a valid Connecticut Professional Engineer’s license and/or NICET Level 3 or NICET Level 4 Certification in Transportation/Highway Construction. Questions about this request for qualifications are to be submitted electronically to Tracey Hanson, First Selectman at THanson@Voluntownct.gov. All questions and answers will be on the Town of Voluntown Website. Questions will be accepted until 4:30 P.M. on November 5, 2025; answers will be submitted by 4:30 P.M. on November 12, 2025. All letters of interest must be postmarked by a U.S. Post Office (if mailed) or received at the Town of Voluntown Town Hall (if hand delivered), no later than 10:00 A.M. on November 19, 2025. Responses received or postmarked after this date will not be considered.
